Either he was making a Chevy Chase movie or he was headed to Canada.

In both cases, it is de rigueur to have the dog secured to the roof. However, in Canada, it is the law. In many socialist-loving, communistic countries such as Canada it is required to have the mother-in-law on the roof also. In that case, securing her to the roof is not a requirement.
