Bake sales!

The military, health care programs, corporations, banks, the IRS, personal debt, everybody could benefit from little old ladies and their bake sales.

Oh, and lemonade stands. That would work too, until some kill-joy public official showed up and told the kiddies they were breaking local bylaws.
