Patrick McGoohan got the idea for Rover when a weather balloon landed in his yard.
I've seen him in many things

but for me McGoohan's Longshanks was brilliant and his best.

it comes up from a giant lava lamp. Seems to be intelligent or directed in some way

I was disappointed by the latest Prisoner.

In any case, the answer to the question "Who is Number One" in the original series is Number 6. It's patently obvious, as evidenced by the extremely slight pause in the response, "You are (pause) Number Six". It's not a comma, not a semicolon, just a very slight pause. I noticed it upon re-watching the original series online.
Could the answer by anything else?

I think in the new one "The Village" was a separate reality or consciousness or something like that. Dying in "The Village" was different than dying in real life. I could have that all wrong, I don't know. Think I'll get a DVD of the original and watch it. I was mostly curious about "Rover". I read that stuff about it in Wikipedia. As far as number One and number Two go, I think One is where you pee pee and number Two is shitting.

If you listen very carefully when Six asks who is number one, you'll hear that slight pause in the reply - You are(,) Number Six. You'll hear it every time he asks.
