Them NOT having sex was the whole basis of the movie. Kat had had a bad experience in the 9th grade by doing what "everyone" else was doing and had sex with Joey. After that she decided that she wasn't ready and Joey broke up with her because she wouldn't have sex with him. He was also only interested in Bianca for sex. Therefor if Patrick and Kat would have had sex or if Cameron and Bianca had had sex it would have ruined the plot of the movie.
