11/08/01: For San Franciscans. Who is that black preacher dude on the PA system?

Everywhere I go, especially in populated areas is this black guy on the PA preaching about whites, aids, sex, prostitution, drugs, (ISSUES) and saying God will be there to wipe them all out, etc. Who is this dude?
