I'm fairly certain he was being sarcastic. It would have been impossible for anyone remotely aware of MTV to NOT have known that Joe's Apartment was an MTV production: they ran commericals for it endlessly and had the same Chris Connely-hosted infotaimentercials for it that they have had for every other MTV (or Warner Brothers, for that matter) movie.
