He's a character from an Oscar Wilde story, which actually places him well outside the time frame of the others (which is probably why Moore didn't think to use him in the comic), but he is immortal, so he'd still be around (except that he died at the end of Wilde's story). He doesn't age, and no sign of his life's sins appear on his face - he has a portrait of himself that does his aging for him, while he remains young and innocent-looking.

My initial take on his addition to the team was pretty dismissive, "Ooh, an immoral lothario who never ages - *that* will come in handy in a fight!" But then it was suggested to me that the portrait might also absorb other sorts of physical damage, so that he can't be harmed by anything other than the portrait's distruction.
