Get in the ice cream truck and go south to the docks. Sell enough "ice-cream" to get one star. Then burn out of the docks back up to about the south bridge between the islands. Your star should be gone by now. Drive back to the dock and sell two more. Rinse. Repeat. This method is considerably slower than building up 4 stars and then trying to find enough police bribes before you burst into a fireball, but it does have the advantage of being brain-dead easy...
As for why you're not getting the last mission in the game, you must own all revenue-producing properties on both islands and have completed all their required missions before the final mission will arise. (The street-racing missions accessable from the map in the garage behind and below the car dealer is NOT required, for example.)
