well, you do not have to get all of the packages to get the hunter army helicopter you can just complete the last mission in the game and this will also make the helicopter appear in the army base
and the ice cream van.. the theory with the docks is really perfect but you do not need to go all the way out and come back in. if you just drive a little bit or just not get any customers you will lose your single wanted star and you will not have to go all the back and forward all the time
