Juan Carlos may have restored representative government (he knew which way the winds would be blowing if he didn't), but that doesn't mean he's hostile to the principles of fascism. In fact he says as much when he talks about Franco:

And Jose Maria Aznar openly supported the coup against the Venezuelan government in 2002 - if I were Chavez I would have been somewhat pissed at him as well.
