Actually, I don't think Vader was either over or under Tarkin, but on equal terms: Tarkin was commander of the Death Star, and Vader was to oversee its completion.
Mind you, Tarkin didn't just order Vader to stop choking the officer. He did sternly point out that the "argument" wasn't getting the plans back, and told Vader to cool his jets, as it were. Tarkin did nothing more than to remind Vader to act more professional.
Of course, Vader went on a choking spree AFTER those events, mainly because the Rebels DID blow up the Death Star, and retribution has to be paid. I guess the stress of being made a fool of made Vader more.... touchy.
