A billboard on a street is passive. I can ignore it, plus it is on someone else's property (heaven help me for sounding like grundle). Someone trying to erect a billboard in my living room is an invasion. It's also an invasion when some dumbass gets me off the toilet to convince me to take another credit card I don't need, on my phone, in my house, on my time.
Personally, I think that blasting an airhorn into the handset and blowing off their headset would be fun, but I've never been mean enough to do it.
