Best case scenario for Americans -- the CIA/NSA/FBI/Toys 'R' Us knew a big attack was imminent, but did nothing because they knew also that it would be very good for them. All they'd have to do is force a couple of mid-level functionaries into early requirement as penance (like they always do when they're caught with their hand in anybody elses pants), then bleat that "this is what happens when we're not given the expanded powers and budgets we've been demanding for decades...".
Worst case scenario for Americans -- The CIA et al planned the whole damn thing on behalf of the Bush Regime as well as themselves. Powers, budgets, Iraqi oil, Afghan pipelines, and, sorry, what the hell were you saying about Enron...?
Hard to choose between the two, but I think I know which way I'm steering.
