It will just give Congress the right to pass laws against such things, but I suspect the only thing they'll bother outlawing is actual burning (with exceptions for DISPOSAL burning -- hah, what a bunch of loopholes that could open up). I doubt even Rick Santorum or Bill Frist wants to be involved with the can of worms they could open up by passing a law that actually says "desecrate" like the amendment says. That would make millions of well- intentioned, good conservative Republicans law violators. However, even though I don't think it would happen in Congress, who knows what one silly backwards state might do?
