Actually, in the book, the author explains that radiation reacts not only to the 'breath gas' in gaseous form but also to the breath gas in the blood of the Psychlos. So, a 'radiation bullet' would explode on contact with the body of a Psychlo or with a breath gas vial.

Also, though I love the book, I hated the movie for two reasons; 1) It didn't follow the storyline of the book (or just barely) and 2) They had Jonnie's friends flying Harrier Jump-Jet craft after they had been sitting in an underground hanger for 1,100 years. Uh, excuse me but (as in the book) those would have been piles of rust by that point not to mention the fuel would be dried up jelly. That was the worst part of the movie and made me physically ill. Otherwise, there were quite a few good portrayals and I didn't mind the cinematography too much.
