It's intentional. When American soldiers go into combat, the flag is put like that as a sort of way to convey the flag waving in the wind. Like, they're always moving forward, whereas if it were normal it would look as though the soldiers were constantly in retreat (if the flag were waving in the wind). If you look closer at the rest of the movie, you'll notice that all the flags are pretty much like that on everyone's arms.
