There's a big difference between the Patrio system and Israeli systems (shooting missiles traveling at 1-2000 mph coming at one of a very few targets) and Dubya's/Reagan's missile defense, which is to protect every major city in the US against an object moving 20,000 mph - most likely surounded by a bunch of similar looking (radar echogenicity, IR, etc etc) duds in a time frame that by the time the computers have calculated speed entrypoint etc they've already missed....
As for working - this version, at *much* slower speeds still misses half the time in "successful" tests, I don't know how many unsuccessful tests there's been...
