It in fact, does exactly work. Succesful test after succesful test.
The U.S. doesn't have the political will right now, due to liberals like you Slothrop, to go all the way with, but it certainly does work. Hell if it didn't, you liberals wouldn't be scared to death of it. There's no surer sign on Earth that missile defense works than that Ted Kennedy is scared to death of it.
The laser system, no, that's not workable right now. 20 years? Yeah, probably. Technology improves all the time. Lasers are huge and chemical based now, but they make them smaller and better all the time. In the meantime you can put them on aircraft, which they are.
With repeat fire capability and extremely advanced sensors, sattelite based lasers would be nearly undefeatable by ICBM's.
