old concepts. Africa wasn't united so there wasn't any need to divide and conquer. By Africa I mean south of the Sahara as North Africa had a different role vis a vis the Euros. The Egyptians allied themselves with the British to annex the Sudan as part of a joing Anglo-Egyptian consortium. The French had sent million of colons to North Africa and prior to Algerian independence were prepared to give Algerians French citizenship (obviously this supports the idea that whites are treated differently than blacks).
Sub-saharan Africa was primitive (by comparison) and isolated from the rest of the world (even the Arabs had only managed to impact some coastal people and influenced Swahili obviously). Africa was coveted for its resources and the manpower for armies and land were icing. Europeans didn't physically colonize Africa (with only a few exceptions). The Americas were more attractive as many countries had European majorities and a more hosptiable climate and environment.
American policy in Africa is based upon economics. They don't have many things that the US needs. Diamonds are apparently very abundant and are being hoarded by the Debeers (those bastards) in order to keep the prices high (I tip my hat to 60 Minutes for informing me of this). Other than over-priced diamonds Africa's got few resources aside from oil in Nigeria. Thus no one give a fuck.
