I could probably expound upon this for a while but I suspect I'd just wind up doing a lot of rhetorical tail-chasing, since it's been a long day and I'm not thinking all that clearly. In short, then, I would submit that NO human system is perfect. You are always going to make mistakes in what I suspect would boil down to one of two ways.
Firstly, you have a system which errs on the side of harshness and stinginess. You won't get too many permanently-subsidised underclass types, but the downside is that you will then get people in genuine need being thrown to the wolves, and people suffering honest misfortune being treated like criminals.
Secondly, you have a system which errs on the side of generosity. People in genuine need can be sure they will get the help they require, short-term, long-term or otherwise, but the downside is that you will get rorts of the type we've already had described to us.
I still firmly believe that you will NEVER get a perfect system, so you just have to decide which trade-off you prefer.
