Let's say that you're walking down the sidewalk. A man walks up to you. He holds a gun up to your head. He says, "Give me your money or I will kill you." Clearly, this man has broken the law.
Now, let's say that the government uses its physical powers of coercion to confiscate your money from you against your will. This is called income tax. Then, the government gives this money so somebody else. This is called welfare. All of this is legal. Morally, it's wrong. But it is legal. And if you don't pay your income taxes, then the police will come by to your house to arrest you. And if you resist being arrested, then the police will shoot you and you will be dead. It's just like the mugger in the street, except that when the government does it, it's legal.
