You pose some bright-line distinction between those who believe that a fully-articulated moral code exists and those who believe that no morals exist whatsoever. There is a third option: that there is a small core of beliefs that span a wide range of moral codes held by people in various parts of the world, with various cultural backgrounds and religious faiths and political commitments -- e.g., that killing children (we're not getting into abortion here, mind you) is wrong -- but that there is a large array of contested moral issues on which people disagree, except that they agree that they are moral issues.
