Terry Gilliam, Charles McKeown (who also wrote or co-wrote Adventures of Baron Munchausen, Plunkett & Macleane, and Ripley's Game (the sequel to Talented Mr. Ripley with John Malcovich taking over for Matt Damon)), and Tom Stoppard (who wrote or co-wrote Empire of the Sun, Rosencrantz and Gildenstern Are Dead, The Russia House, Shakespeare in Love, Vatel, and Enigma).
As for "overrated screenwriters", I'd have to agree with Aron - noone really gives a shit about screenwriters...
