I am not entirely clear on that, but I think drug laws depend on the state. In fact, in Arizona, where I am now, there is a proposition on the ballot to legalize the medical use of certain drugs, like marijuana. I think there is a lot of laws, concerning soft drugs, which can, but usually are not enforced.
Can someone clarify that?
