Clinton was talking about WMD's long before Bush even was in office. Hell, regime change in Iraq was Clinton's job, he just didn't want dead Americans on his resume. Instead he played the "air war" game. Fly around bombing Iraqi AA sites, and leaving Saddam to continue screwing the hapless Iraqis. The one difference between Clinton's air war, and Bush's total war is that Bush actually finished the job. Better late than never. :|
