Assuming this is true (and like M_H pointed out, that's a big if); so what?
MTV covering the Clinton inauguration was an anomaly. Clinton's campaign had an unusually pronounced musical connection - that damn campaign theme song, Clinton playing sax on Arsenio. And the Clinton election was the first presidential election to be significantly affected by MTV - not just that it helped Clinton, but it boosted voter turnout on BOTH sides.
I have my doubts that MTV would have bothered covering a Gore inaugural ball. They might've covered a Nader inaugural, if a lot of the bands that supported his campaign were scheduled to play the ball.
