Most of these things are legit (NetZero, for example). What happens is that part of your screen is taken by a separate window that displays banner ads. You need to click an ad every 20 minutes or so to keep the connection. They're kind of a pain but if you want to save fifteen dollars a month, they work just fine.
I use a work connection from home that, at times, can be a little hit and miss. I have used Lycos Free Access in the past as a backup but they quit offering the service. I now have NetZero but have only used it once. I don't even think that you have to hit the ads. You just have to click something on a dialog box to indicate that you want to remain connected. This happens about every half hour.
