I'm a huge BladeRunner buff as well, both the movie and the game, and Dark City is certainly up there on the cool-movie scale. The BladeRunner plot is simple, yes, but it deals a lot with psychology that lays beyond the surface--Is Deckard a replicant? If so, how much of his past is a memory implant? Deckard discovers he's a Rep at the end of the original script. Dark City is a lot like BladeRunner, but moreso than mere genre--in Dark City, memory implants are the basis of the Strangers' experiments, and in BladeRunner, memory implantation is one of the main problems with the Nexus 6's--they don't know they're Reps, and they even take ten times as long to positively ID on the VK. I personally believe that Dark City was a case in wihch Alex Proyas was inspired by BladeRunner, and found himself going back to the original for plot devices as well. But, there's plenty of variation, and Proyas's kickass visual styles (The Crow!) are enough to tide me over until Ridley Scott's Metropolis...
