The Critical Consensus (from Alex Fung's Film Page) involves taking all the top ten lists of all the critics in the country and averaging together -- personally I think this is the best indicator of the most critically acclaimed movie, because all of Rotten Tomatoes' analyzers only take into consideration what the critic thought when he first saw the movie, not what he thought at the end of the year after possible multiple viewings. The Tomatometer is probably the worst because all it indicates is which movie had the most "thumb-ups," which could mean anything from a 5.0/C+/2 stars to 10.0/A+/4 or 5 stars. For example, "Scratch" was # 2 on the Tomatometer with 98%, but its average ratings were both 7.5, which isn't even in the top 50 among 2002 movies.
