Naturally there are laws against emergency price gouging. I'd suppose this falls into that category. Whether or not he was trying to screw them we will never know.
Heroic would be if he donated them for free. Or maybe at the price he bough them plus gas.
Also consider that nobody including FEMA, who is there for these things, did much themselves so again it's a toss up.
