Get a passport, a plane ticket, and a shatload of cash. Make no prior arrangements with any hotels or anything. Get off plane and scream: "I am just a new boy! Stranger in this town! Where are all the good times?! Who's gonna show this stranger around?!"
Just make sure you don't travel during peak tourist times. Right now and May are the best times to go to Europe. It's warm and all the Americans are gone.
