The main reason that you don't see any other cities or countries destroyed is simply because it costs too much to do that stuff. I actually spent time resarching this when the ID4 "global" war only showed the Americans fighting only ONE of the ships. There WAS other footage that got omitted like: The Japanese submarine that surfaced and fought an alien ship, The Royal Air Force in a similar situation as the Americans and scenes where aliens had landed on earth and there was actually hand-to-hand combat. This would have added to the movie considering the size of the plot holes were as big as the holes the aliens left in the cities they destroyed.
So...I'm not sure if that's the answer you want, but, I think it was probably a budget issue. All in all, I thought Deep Impact was O.K. Not the greatest, but certainly not the worst.
