It = the social effect. The reason the predictions didn't come true is because the predictions were made. Because society was made aware of the dangers of their current habits and policies, those habits and policies were changed. Yes, the folks doing the predicting included their own person preference for HOW those habits and policies should change, and not many of their suggestions were followed, but that's not the point. Personal habits, government policy, and corporate strategy all changed thanks to the predictions made.
