He's taking a swipe at the capitalist dogs (both Chinese and other) who exploit the Chinese labouring class - I think. (My 'Marxism 101' is a bit rusty. 'Sides, I was always more interested in what lurked in his beard. Always thought it deserved a National Geographic Wildlife Special all to itself.)
