you're not advocating punishment of thought alone, but what about my example of the man that steals from the rich BECAUSE they're rich? (Or he could assault them for being rich. The crime doesn't matter to me. Just the "hate" crime connection.)
Also, I'm still wondering about the slander question. Is it slander if you say something that you believe (if the intention is not willful deceit.)
