You all must be so incredibly stupid that the word Parody does not fit in you vocabulary. Carpenter and Russell realised that their attempt in Escape from New York to make a serious film was twarted when 1991 came around and New York was still... well... New York. So he made a comic parody of this film in order to laugh and have a good time. Offering to audiences a chance to laugh at the very idea of this situation while lightly attacking simple political issues, i.e. the whole USA is a non-smoking area. This isn't too far from true. So get your thumbs out of your bums and kick back to a really excellent action filled comedy.
