It's true and Benton County isn't banning anything. It states clearly that as long as Oregon state law and its constitution are conflicted, then the very issue of what IS legal in Oregon isn't clearly defined and therefore they don't feel comfortable issuing licenses to anyone as long as this abiguity remains.
Pretty plain English. Perhaps you should take a course in it...
