Fargo posits an intriguing theory; that is, atrocities are usually committed for servile, ultimately ridiculous reasons. The police, meanwhile, rarely have any idea what to do about the subtle forces underlying crime sprees, for they assume a priori that the criminals simply didn't share their philosophy. The screenwriter was bigoted against the general public, yet aware that if human lives are pointless in any but the most individual sense, we won't be able to impose any lasting limits on our nonsense at any income or IQ level.
