If police and gangs are butting heads, and the instances of head butting goes up, either: the situation is worse, or there's more cops on the street in those areas. And most people would say that if there's a gang problem, one thing you ned to do is put more cops on the streets, and not in the safe yuppy areas...
The admin is full shit, but there are reasons why they're popular. Sometimes I'm surprised Dubya's doing so poorly... <sigh>
