There are plenty of land owners who have lost plenty of money because of the wetlands regulations.

And no Libertarian ever said that this would bankrupt the treasury.

Now, if the government stuck to the takings clause of the 5th amendment, and gave compensation to every land owner whose land lost value because of these types of regulations, then the treasury would indeed lose a huge amount of money. But in general, the government ignores the takings clause.

There are plenty of stories of people whose land lost most of its value because of these kinds of regulaitons, and never got compensated by the government for it. So the doomsayers were correct.
