This program in the NY Times article is voluntary. And the government pays money to the people who own the land.
This is 100% different from the wetlands regulaitons that the libertarians have been talking about. Under these programs, the governemnt forcefully takes control of the land, without permission from the owner. And the government does not give any financial compensation to the owner.
