To some, Blair Witch can be considered "experimental" due to its technique. Also, Pi (while not really a horror flick per se) is an extrordinarily experimental flick which can be just plain wierd.
As for monster movies, my guess is that Hollywood doesn't want to bring them back because they were run into the ground many years ago. At some point, someone will make a low-to-medium budget monster flick which will be a hit, leading to a surge of them...
