The real life character that the doctor was loosely based on, Brit Bob Astles, lived past Amin's regime and was still alive at age 74 in 1998. In the book the movie was based on, Garrigan lived and made it back to Great Britain. The preceding two items were from Wikipedia. The Wiki on The Last King of Scotland says merely that Garrigan snuk on the plane that was taking the Entebbe hostages back to Europe and does not mention his dying. As this would be a rather important detail, I believe we can safely assume the fictional character of Garrigan lived.
