Jakob's Ladder rocked, and although I was pleasantly suprised because of the age of it, I do see it proving your point.

However in the case of Austin Powers, it was extremly low budget, compared to the sequel. Yes, films today tend to suck, but since there are so many of them, on the whole I will say that the acting has improved. Or at least overshawdowed by the awesome special effects, and money dumped into it.
