I got the impression when I saw it that Carl was not mentally retarded due to genetic reasons, just extremely developmentally retarded due to his upbringing - his character seems actually fairly intelligent at times and is quite insightful.
Basically, if you treat your kid like an animal, it will become an animal, eventually.
