then it's a stupid idea, and I would think it wouldn't stand up in court. Let the delegates pay what everybody else pays. If the bastards at the DNC wanted to really help they could make deals with hotels and get the delegates big discounts on lodging, or something along those lines.

The article refers to this a proposal. I don't understand. How is the DNC proposing it to? And who would enforce it? Obviously, the DNC just can't declare a fiat and make cab drivers accept the voucher. What government agency would have to approve it and enforce it?
