The "intent" of price controls is always, allegedly, to help consumers. And it always fails.

Yeah, a NYC cab medallion does cost 6 figures. But I don't think the money goes to the government. I think the origninal licenses were given out for free, or a very small fee. But they don't give out any new licenses. So the only way to get one is to buy it, rent it, or inherit it.

The federal government does the same thing for growing peanuts. You need a federal license to grow peanuts. No new licenses have been given out in over 50 years. To get a license, you must either buy it, rent it, or inherit it. The license also limits how many acres of peanuts you can grow. Federal agents get in airplanes and fly over people's land to make sure they aren't growing more acres than they are allowed to.
