don't go for the girl right away, prepare youself, start conversations and approach randim people. Make sure that you make at least 5 approaches a day. Now when you grow in confidence, after 2 weeks or so, go for the girl.
I don't think she will get in a relationship with this other guy, to tell you the truth, i think they are already having sex, but won't pursue a serious relationship because they are working together.
