Yup, people would go to the bathroom in a small bowl with a sort of flinging device attached to it that they would aim out the window and flick their excrement into the street. This is why women would walk around with those umbrellas. I assume the men just wore hats.
I don't know if this practice was common in old England, but it was practiced somwhere (old new york maybe) as I learned it in environmental studies.
The excrement would combine with the mud and harden turning it into a hard, street-like substance that cars or carraiges could roll over. I'm not sure what happened when it rained.
