Without going into whether FDR's administration was antisemitic or not, the fact is that the US was isolationist at the time and FDR considered that the US should enter the war, before Germany became a danger for American, after having overrun Europe (which it did) and conquered Great Britain (which it would have done in time). So FDR tried everything he could to get the country into a fighting mood. There have been rumors for many years that he knew in advance what was going to happen at Pearl Harbor and let it happen because he knew it would get Americans into a fighting mood... i.e., the result was worth the cost.
